Is there a kind of hot water pipe that doesn’t conduct much heat, so it feels cool on the outside?

In other words, with hot water running through the pipe, the heat of the hot water stays inside the pipe, because the pipe material doesn't conduct much heat. So the pipe would not even feel warm on the outside. What kind of pipe would that be?

Can a hot water pipe that is insulated with foam tubes cause heat build up to catch ceiling joist on fire?

My hot water pipes at places are laying right against the wood ceiling joists in my basement? I used the foam tube insulation and taped them. Can this cause a fire from too much heat?

Is there any earthly reason why a hot water pipe would connect into a cold water pipe?

I've done serveral, extensive traces in the basement of my home. Preparing to galvanized pipes with copper a section at a time. I've found some hot water pipes that appear to be feeding back into the main cold water line that runs thorough the house. Can someone please tell me I'm seeing things and that all hot water runs should originate from the hot water heater.
